Please advise if I have to exchange dollars to rupees or I can pay dollars in Kathmandu and EBC trek? Which place has the best currency rate?

Take rupees.. I exchanged 500 US at the ktm airport and it was more than enough …. you can also exchange or withdrawal money in lukla and namche bazaar. There were also a few places that accepted credit card , but those were places with good internet service .
You can pay in dollars but better to change at the agencies.
You can change dollars in Lukla and Namche – but you should get a better rate in Thamel (Kathmandu).
Do it directly at the airport! It‘s the same course as in the city!
Bring dollars and exchange in ktm. Take a few hundred dollars as emergency money if trekking but pay for everything in rupees.
Several Money Exchange counters in Thamel area. Banks may give slightly a better rate but need to queue up. In the mountain the exchange rate would be very very low, so it’s suggested to bring enough Nepali rupees for the trek.
Better you change your currency into Nepalese rupees, little beat at airport for taxi/car to transfer purpose and trekking amount in Thamel Bank/money exchange counter. It’s how other peoples are enjoying.
